He's a screenwriter, novelist, and comics writer but I first ran across him on the SF Squeecast podcast, which I really miss. Super nice, self-effacing, very British guy who I've run into at conventions many times. His wife is a small town vicar in England and he has actually has a series of novellas featuring a woman vicar in a small town who is also a witch. He manages to be respectful to both belief systems.
Notably, Paul early career started largely with Doctor Who novels during those wilderness years when the show was off the air. One of those, Human Nature, was originally written for the Seventh Doctor but Paul adapted it for the Ten Doctor/Martha episodes Human Nature/Family of Blood which are among my favorites.
On his comics, he's written for ranges I'm not interested in, like Wolverine, but This Damned Band is about a 70s rock band that pretends to worship Satan only to find out that someone in their inner circle actually is worshiping him.
His London police novels are very dark, but good. I think he calls them horror but they read for me like dark urban fantasy tinged with the horrific.
